Got promoted to manager, how do I manage a salary conversation?

I’ve been with a company for almost 2 years. I started in an entry role (50k), promoted to team lead (68k then 71k), and now as a manager (85k) I can see everyone’s salaries and pay.

I was annoyed when I got promoted, I didn’t get a chance to negotiate anything. I was told of the promotion, the amount, and to check my next paystub for the change. No offer letter. Did some research and it’s in line with the title so I just rolled with it.

But now I can see my teams pay, and I’m more annoyed. One girl, hired 4 months ago makes what I made as a team lead, she has no special skills. I had to work really hard to get to that salary.

The others make around 7k less but have been there longer, do better work and have asked to be paid more but told they are capped out by the former manager that I replaced.

The former manager is now the director and still very involved in this process, hasn’t passed me the baton yet, so every change to salary still needs to be ran by her.

How do I bring this up without sounding like I’m annoyed like I am?

TLDR; now I’m a manager and can see what everyone is paid and it pissed me off.
