How do I take initiative at work?

Currently work as an Associate Product Manager for a manufacturing company but I’m struggling with taking initiative at work. I work on a team of 3 people but I always find it super difficult to take initiative on projects and dive deeply without any guidance and help. Like if my boss says here I would like you to get started on this project and do x y and z I don’t know where to begin and how to find the right resources to get it done. My boss said you’re suppose to be able to figure it out because that’s what product management is. Like I know how to work on projects if I have some guidance or I’ve done some example of it before but if it’s something totally new, how do you tackle it without much guidance.
