How open are you with your manager when you aren’t happy in your role?

I’ve been at the company for just over a year and don’t feel I am the right fit for its old school culture.
It’s a large brand but they aren’t very innovative or forward thinking. I’ve been taken on to do a transformational role, yet no one is interested in transforming or changing, which is frustrating for me and challenging for the role.
I persevere, I enjoy overcoming obstacles but it’s a continuous hierarchical blocker after blocker. “It’s worked for 30 years we shouldn’t change that” so I end up unable to transform anything.

Would you tell your manager, be opened or would you just look elsewhere and leave?
