Top ranked M.Eng vs mid-tier MBA?

Civil Engineer with 4 years experience managing large construction projects, both private and public side.

Interested in staying in the field, but would like to move away from design / technical side and play more to my strengths in managing and coordinating projects and bringing in new work.

Dream jobs in 10-15 years would be public works director, Project Executive for a large GC, or running a design-build / PM consultancy. Perhaps even working for a large real estate developer in a PM / construction management role on staff.

My undergrad GPA wasn’t stellar (engineering is hard, man!) but I have spoken with advisors and have a good shot getting into the following programs:

1.) M.Eng at University of Washington. The program is a pretty even split between design and biz side, and has a lot of coursework in accounting, contract law, scheduling, etc.

2.) MBA from Washington State University, prob with a concentration in accounting or finance.

Does anyone have any insight which program would better meet my long-term goals?
