What’s the best path considering the circumstances?

I’m currently trying to transition into Human Resources. I’ve been working as a 911 dispatcher for 6 years and I never finished my bachelor’s degree from years ago. I have an Associate’s in General Studies and experience as a supervisor where I work now. I’m thinking about enrolling in an online program for a Bachelor’s in Business Management with a concentration in Human Resources. Another option I’m considering is getting an administrative assistant certificate – it may be easier to transition into that due to the job I’m in now being technically classified as clerical.

I would have to pay out of pocket for the education due to running out of financial aid. What would be the best option for me? Honestly, my main objective is getting out of emergency services as soon as possible due to burn out. I’ve come to hate my career and that’s not the type of attitude I want to bring when I come to work every day.
